Bodog is running a promo right for 15-1 Four Team Parlays. Is that "true odds" for a parlay?

Assuming that's 15 to 1, yes. It might be 15 for 1 in which case you lose out a little bit.
I just looked at the website and it says "Win and receive 15 times your wager". This means "for" so you're still suffering a 5-6% HA. Better than Vegas which pays 10/11 to 1 for a HA in the high 20's low 30's.
