The Raiders and Packers played on an 80 yd field last night. I don't bet on preseason games, but what happens to those bets? Are they valid? Do different sportsbooks have different rules for this situation?

Seems like only the over/under would be affected—the point spread should be the same.
They could easily just take the over/under off the board.

According to an article about the game in ESPN:
"Caesars Sportsbook and most other sportsbooks graded the game as usual because field size is not in any rules as far as canceling bets. At Caesars, the game closed as a pick 'em, with an over/under of 40."
There was also another rules change; there were no kickoffs - each team that would have received a kickoff started first-and-10 from the 15.
Note that most of the Packers starters, including Aaron Rodgers, sat the entire game out.
