To my knowledge, there are no brick and mortar reduced juice houses. For the best odds as a US player, I suggest 5Dimes. For Europe, it's Pinnacle.

LVH has run half vig on Thursday for weekend football games in recent years. Don't know if that is ongoing.

I'm not an NFL bettor at all, but just from being in books a lot for other things I haven't noticed this being common. Here is one resource that can be useful for checking Las Vegas brick & mortar casino lines:

I understand there are some others around with brick & mortar info online, but this is one I'm familiar with as being reasonably close to comprehensive with fairly frequent updates on B&M casino line movements for major sports.
EDIT to add: I know I definitely haven't been seeing anything like this kind of reduced vig for baseball lines, more often the opposite, and if it was being done locally on baseball I believe I would have surely noticed it, FWIW. And my general impression of practices in the various books leads me to suspect that if anyone was doing this, LVH probably would be the most likely candidate, as suggested in the post above, or possibly some chance of a midweek promo like that at Jerry's Nugget if you want to go very off-Strip to a small kind of obscure book that especially caters to some value conscious type local people.
