I've often wondered about that, but I'm not a sports bettor either. I guess they just have a "float" where they've lost the bet but you can't cash your ticket until you are next in International Waters. I think one of those sports books is a Leroy's sports book which might make the tickets cashable in Vegas. I don't know for sure and it might not be Leroys anymore, but the vessel does not book the bet, a Las Vegas sports book is booking the bet and the laws of Nevada operate as far as ticket redemption and dispute resolution. It is legal to mail the tickets since they were legally written in Nevada and legal to transport them to Nevada. At no time has the vessel done anything more than rent space to a Nevada Sports Book and furnish one of its sailors as a ticket writer to that Nevada Sports Book. The Palm Beach Black Diamond gambling boat supposedly has a sports book but I keep hearing that it never actually sails and is probably out of business. I would never sail on it even if it were actually sailing.

Like we thought, they have terminals similar to Video Poker Machines with all of the available bets. There is also one employee who can handle bets live. As with all of the gambling units, they turn on at the 3 mile mark, and turn off on the way back. You can cash anything during that time, and they have certain advance wagers if the lines are up. If your ticket is live and you are heading back, your options are to sail again, cash via mail http://isisports.com/MailPay.pdf , or if it wins during the trip home (like 30 minutes then another 30 minutes for all the slow people to get off the ship - the TVs are still showing all the games during that time) you could sell it to one of the regulars.
