My local casino has definitely lowered RTP across the board. Best VP was 9/7 db (99.1%). No more... All gone.
Even machines I play for fun are lowered.
Ie: Terrific Tiger, haven't gotten a 4x4x4 multiplier (64x) lately

But my Freeplay has increased significantly this month (June) despite less monthly play all year.
Used to be $50 twice a week, now it's $110 4x/week.

Theory:
Lower RTP of all machines to 85% but increase free play such that over all return to player for slots is 92%.

That # is reported to the state for the monthly public publication, basically showing the ploppies that they have looser slots compared to the area competition.

In the meanwhile, APs lose their shirts playing 90% #s on 85% machines

I think the real way places are killing off APs is just by banning them I'm not 100% sure but I've heard some markets have started cracking down on sharp players.

No.
Banning APs is like playing whack a mole. New APs just pop up seeing there's lower competition.

The easiest way to deal with APs is reduce the RTP on playable machines. It takes much higher #s for it to be profitable.
But that also hurts normal usage by ploppies because they see how fast they lose their $ on these low RTP machines.

Another way is lower RTP on all machines but give much higher Freeplay to make up for it.
The ploppies see that all the machines suck now but they like the higher Freeplay so they keep coming.
All the While the APs either lose $ or wait longer for the machine to be positive.
By waiting longer, It gives ploppies more chances to play and get the bonus thus more chances the money stays in the casino to be lost again

Do the ploppies remember how fast they lose or are they remembering the one time they won?
The older I get, the better I recall things that never happened
