How do timed jackpot actually work? For example "Must hit by 11pm"

The logic for the regular "Must hit by X\$" seem not be applicable there. ( with every penny beeing a chance to hit ) Especially if it is a linked machine with multiple denominations.

Probably just like any other. A random preselected point within the required parameter. That would be my guess.

But if there are playing 2 guys with different denominations? Your guess would mean they would both have the same chance to win.

I have seen where changing the denomination changes the must hit meter.

Not always but I have seen it.

Variable state games often do that as well
