How do timed jackpot actually work? For example "Must hit by 11pm"

The logic for the regular "Must hit by X$" seem not be applicable there. ( with every penny beeing a chance to hit ) Especially if it is a linked machine with multiple denominations.

Probably just like any other. A random preselected point within the required parameter. That would be my guess.

But if there are playing 2 guys with different denominations? Your guess would mean they would both have the same chance to win.

I have seen where changing the denomination changes the must hit meter.

Not always but I have seen it.

Variable state games often do that as well

Different denoms push the progressive jackpot value up at different rates. e.g. $10 spins move the jackpot up 4c. Smaller bets move the progressive more slowly. The jackpot is triggered when the jackpot value rises to a predetermined value. If your playing higher denoms, your chances of hitting the progressive are higher because you are moving the jackpot up at a faster rate. If you move the jackpot by 4c you effectively have 4 chances at the progressive each spin. If your wager size only moves the jackpot by 1c, you only have one chance per spin.
