I don't know about other states, but Nevada's numbers are public information and updated monthly.

Also, I have never heard of "straight blackjack in California card rooms is illegal even when player-dealt", but there is a "standard list of card games allowed in California card rooms", and instead of "blackjack", they list "Pure 21.5", which appears to be standard blackjack under another name ("21.5" comes from the fact that a 10 or face card is worth 10.5 if part of a 2-card hand with an ace; in other words, a blackjack is 21.5, and pays accordingly (the card room has the option to pay 6/5, 7/5, or 3/2).

Just glancing down to WV really quick, because I am immediately familiar with their standards:

The first part is patently false, that was changed over a decade ago. They're mixing up the casinos and the parlors, the maximum allowable bet in the parlors is $2, the casinos can have any Max they want.

That's nonsense, every casino I have visited has been TITO and the parlors are REQUIRED to be ticket-out. I don't say TITO because the parlors are not allowed to have a machine accept a ticket from another machine, the ticket must be cashed-out.

True, except I think the casinos can duck that 95% maximum on Video Poker by having auto-holds that are wrong. One casino in WV has 9/5 JoB, 98.44% Joker Poker and a Deuces Wild that pays well over 95%, but would all probably pay less with the wrong auto-holds based on, "Best probability to win the hand."

There's also a WV casino that has UX, now, so I don't know how it gets away with that as I don't think there is a UX paytable below 95% at all.

Finally, Progressives do not go against the 95%, just the base pays.
