Of course, this depends on what features you think make a room "best", and what stakes you consider to be "low limit", but...
I'm gonna suggest the tournaments at Harrahs. I typically play tournament with buy-ins of $100+, because most of the cheaper tourneys start with too few chips or the blinds go up to fast. They're designed to get over in about 2 hours. But on my last trip I played a tourney at Harrah's for $60, that started with 6000 chips with 20 minute blinds. The only drawback is that the payout was just over 70%.
Stay away from the tourneys at Bally's.
