I assume you are talking video poker.
You want to maximize the chances of hitting at least one pair. Holding two high cards and drawing 3 is better than 3 high cards and drawing 2. Also with a draw of three there's a little more chance you'll get trips or back door a pair of jacks.
The lower two cards are better to hold as you get a small increase in getting K-9 or A-10 straight as well.
Basically AKQ isn't going to improve as well as KQ.
