The scary part was they produced the card with the house rules with no problem and even showed to everybody interested and still NOBODY could figure it with 100% certainty it was so poorly written.

Casinos are like accountants in this respect. They will doggedly pursue an inconsequential $5, while they overlook or miss completely some larger errors.

Last week I watched a baccarat shoe held up for 15 minutes when the cut card appeared only partially visible. It was obvious to every player that the card partially visible behind it was the next to be dealt. The dealer rightly called a supervisor for confirmation, but it went downhill from there. Supervisor couldn't decide, called pit boss. He couldn't decide, and nor could the shift manager who happened to be nearby. So they get on the phone to someone "upstairs" - yep, they even told us that "the decision needs to come from upstairs". Obviously this is also the second to last hand of the shoe, so several players ask to take down their bets so they can go to another table. They are denied, as the first player card has been dealt and is visible (a seven). So everyone has to wait for what seems like forever, and then finally the hand is voided by a phone call from someone who can't even see how trivial the event is.

All of these players would have continued playing at this or any other table, if it wasn't for the frozen bets - a total of maybe $200 for the whole table.
If nothing will change then I am nothing.

I remember many years ago being on a balcony and seeing a blackjack stoppage. I can't remember the details but after about ten minutes the manager came over, asked whether anyone objected for all hands to be treated as a winner (i.e paying everyone £3) and shuffle up a new shoe. Now that's what I call a smart solution.

That is why he is the manager. He is smart. If there is a dispute of a few pounds... end it. Nobody objects to wining. Then go on with the game. This is simple. Some jerk who want to show off how good a floor he is probably would have perpetuated the argument all night long. Whats right is right, but that house edge operates only when the game is being played.
