Someone explain how these guys did this at 6:47... they "skipped" a hand and had them run out a hand for free...

You don't have to play every hand in baccarat. That's just part of the rules.

Gambling is a math contest where the score is tracked in dollars. Try not to get a negative score.

That's part of the game too at higher limits. Cards are only used once.

In the US this is called midi-baccarat and is played mostly in high limit rooms. The baccarat on the main floor where they don't let you touch the cards is called mini-baccarat.

How many hands you can skip depends on the casino and type of baccarat you're playing. I was told a couple years ago by a dealer that any MGM high limit room will let you skip as many hands as you want. I.e., if you only wanted to play one hand in the entire shoe, you could. They're a lot stricter for mini-bacc, though. I'm not sure about comps, either. Skipping hands is sort of already factored in to high limit baccarat when tracking comps, but if you're skipping a TON of hands, they might take note of it.

The below applies to high limit Bacc. The rules may be the same for low limit, but I wouldn't know.
On the Strip, the majors will allow players unlimited free hands. Downtown, Circa has some kind of limit on free hands, which is often waived for higher rollers. The old Hard Rock used to also have a limit (Peter Morton was always a tight bastard including with trying to limit player tips), that they would never waive.
All of the casinos will keep an eye on how many hands a player plays per shoe and note the session play accordingly, with an approximate percentage of bets made per shoe. So, no, you don't get full credit towards comps unless the pit boss feels that you are playing most every hand.
Occasionally a casino will "bet track" a player. This has happened to me, and in fact was or is the notation on my player account at at least one casino - where they will write down every single bet made and then make an exact calculation of the average bet at the end of the session (or shift).
At places like Resorts World Vegas, the chips are tracked electronically, which is the equivalent of bet tracking.
