It's been a standard regulation since at least the 1960s, when I was a kid. Some states, if not all, require a way, no matter how convoluted, to enter an advertised contest without having to purchase something to win. It had to do with sweepstakes abuses before that, and is gambling by definition if you MUST pay to play, so state and federal governments stepped in.
