What idiot set this system up? You take in millions from suckers (the lottery being such a bad bet) and you don't have a system that allows them to be paid no matter what the budget situation is? That is batshit crazy!

California had a similar problem with having to hand out IOUs during one (or more) of its annual budget crises.

You would think at least one bank would step up and say, "We will accept your IOUs without any surcharge."

If a government cannot pay its obligations, that is nothing but a default. Illinois now joins Greece and Puerto Rico in the sewer.

First, this is an example of why you should always take the lump sum.

Second, I am sure the lawyers are lining up. This is fraud and a breach of contract. Additional punitive damages should get awarded.

It's just another example of corruption in Illinois in my home state. Lotteries are basically an authorization to print money. For the fund to dwindle people or organization have had to tap into it. The "corruption tax" in Illinois is over $1300 per person and for a family of 4 it is well over $5000. This is just par for the course here unfortunately
