This one is: Trip Cards® Draw-Poker.
The one in Broadway is: Raies'em® 3-Card Draw (It is still there and doing will. started Sep-2013).

This is a very good question (why would players prefer to play Roulette-18 over the regular Roulette?), and here is some answer to your question:
1. Roulette-18 is a faster game.
2. The straight up and split bets are easier to hit because it has only 19 numbers.
3. Most importantly in Roulette-18 the player shakes the dice cup with the Roulette-die in it.

On Players: very good points. U have covered them all; I could not think of any more reasons for players to like it. I do think players might not like it because the highest payout is only 17 to 1. Overall, this game will do well in the market. Wish you luck.
On Casinos: Only one dealer needed to host one table.
Roulette-18™ is played with a 20-sided die rolled in a shaker. The faces of the die contain the numbers 1 thru 18, and two zeroes (0, and 00). Nine of the numbers are red, nine numbers are black and the two zeroes are green. The double-zero (00) roll is not used in the game, so it’s ignored when it rolls.
Rules:
1. Players place their bets on the Roulette-18™ layout.
2. A Roulette-die is rolled in the shaker then exposed.
If the roll is a double-zero (00) all bets remain in action and the die is rolled again until a non-00 winning number is determined.
3. Dealer collects all losing bets and pays winning bets according to the P

Is it just me or does anyone else question those house edge figures? For example, a straight up (single number) bet pays 17 to 1. Shouldn't the house edge be (19/20)*1 + (1/20)*-71 = 2/20 = 10%?

Summary
Double-Hit® is a proposition bet on the outcome of two 20-sided dice rolled in a Roulette-18® game.
Roulette-18® is a dice-based version of a roulette game with a simplified layout based on the 20 possible number outcomes (0 - 18, and 00) of a die. The result of a rolled die determines the winning number.
The Double-Hit® proposition bets allows the player to bet on a single (straight) number, a two number split, or that both dice will land red/black, even/odd, or high/low. A shaker with two 20-sided dice is used for the Double-Hit® bets.
Rules
Roulette-18® Double-Hit® is played with two 20-sided die rolled in a shaker.
The faces of the die contain the numbers 1 thru 18, and two zeroes (0 and 00).
The numbers 1 thru 9 are considered “low”. The numbers 10 thru 18 are considered “high”.
The nine “even” numbers are {2, 4, 6, 8, 10, 12, 14, 16, 18}. The nine “odd” numbers are {1, 3, 5, 7, 9, 11, 13, 15, 17}. The rules and general dealing procedure for the game are as follows:
1. The players place their Double-Hit® bets on the Double-Hit® layout prior to the roll of the dice in the shaker.
A Double-Hit® Straight bet is a wager that one or both die will land on a selected number on the layout.
A Double-Hit® Split bet is a wager that one or both die will land on either of two selected numbers on the layout.
A Double-Hit® Double-Red/Black bet is a wager that both the die will match the selected color.
A Double-Hit® Double-Odd/Even bet is a wager that both die will land on the selected even or odd numbers.
A Double-Hit® Double-High/Low bet is a wager that both die will land on the selected high (10-18) or low (1-9) numbers.
2. A shaker containing two 20-sided dice is used to determine the outcome of the Double-Hit® bets.
3. A Double-Hit® Straight bet wins when one or both die land on the player’s selected number. The Double-Hit® Straight bet pays according to the pay table below.
4. A Double-Hit® Split bet wins when one or both die land on either of the player’s two selected numbers. The Double-Hit® Split bet pays according to the pay table below.
5. A Double-Hit® Double-Red/Black bet wins when both die numbers match the selected Red or Black bet color. The Double-Hit® Double-Red/Black bet pays
according to the pay table below.
6. A Double-Hit® Double-Odd/Even bet wins when both die land on the selected Odd or Even numbers. The Double-Hit® Double-Odd/Even bet pays according to the pay table below.

Yes, the layout will be complicated and for the play-out too. It would also need a bigger table.
P.S. I do have a Side-bet (Double-Hit Straight-Up) for the single die game, see below.
The Double-Hit Straight-Up Side-bet is a proposition bet on two consecutive rolls of the dice.
The player places a bet on a single number in the Double-Hit section of the layout.
If the player hits his number on the first roll, he’s paid 12-to-1, and his bet remains in action for the second roll.
(Markers are placed on top of first-roll Double-Hit winners, to indicate they’re live for the next roll.)
If the player also hits his number on the second roll, he’s paid 120-to-1, and the original bet is returned.
All Double-Hit bets not on the winning number lose.
The house edge for the Double-Hit Straight-Up bet is calculated over all (19)(19) = 361 possible outcomes of two consecutive rolls.
When the player hits his number on two consecutive rolls, he wins a net total of 12+120 = 132 units. When the player hits his number on the first roll, but not the second, he wins a net total of 12 - 1 = 11 units. The table below lists the return for all possible outcomes of the bet, and shows a house edge of 3.32%.
As always, a 00 roll is ignored for all bet purposes.
