The only mobile gambling approved in the US at this point is Nevada sports betting through Will Hill, Cantor, Station and South Point et al. If you produced an emulator that allowed access to Ultimate Poker on a mobile device (I don't think such a thing exists ATM) then you could also play online poker, but again, that would only be allowed in Nevada. Regulated mobile and online gambling is not live in any other state at the time of this post.
