My understanding of what I have read, dice influence after a point is established is an attempt to (slightly) decrease the chance of rolling a 7 and increase the chance of rolling a desired number. Dice influence is not the ability to roll a specific number every time.
When the 5% vig is waived for Buy bets on 4 and 10, a $20 Buy will win $40 instead of $39. Of course, 7 is still the most likely number to be rolled and the $20 is likely to be lost. Winning $1 extra on a $20 bet doesn't sound to me like an advantage play that would cause advantage players to flock to the tables. However, in my opinion, it will intrigue the players who already like to make these Buy bets.

This might be a stupid question, but does this promotion eliminate the 5% vig on Laying the 4 and 10?
Would that remove the house edge completely from these bets?
I will be playing craps downtown next week and would invite any DIs to come out who need a witness... ;)

Edit: No, the promotion is only for Buy bets on the 4 and 10.
The vig is the commission, which gives the house an edge because a Buy bet pays true odds. You may also see/hear this referred to as a "free" Buy bet, just like "free" odds on a point. Every other bet on the table has a house edge.
A "free", no commission Buy bet should not be confused with a Buy bet that charges the commission only on a win. Some casinos charge the vig to make the bet, while others charge only on a win. I've read forum posts of people thinking if it's free to make the bet, they must charge when it wins.

I apologize, I misread your question. The promotion is no commission for Buy bets on the 4 and 10 (I've heard $10 minimum bet.) There is no mention of Lay bets, so I must assume the normal vig still applies.
