the electronic dice craps game in the middle of the casino at Resorts World NYC is only 2x odds, and only double pay on Field 12. and the 5% commission on the BUY is taken on the bet, not on the # hitting. Can you say YUCK!!!
on the other hand, the DONT side is 4x/3x/2.4x odds for the 4/10,5/9,6/8.
and the Lay commision is 5% when the # hits.
Is this normal for the DONT side? or is the machine favoring DONT players?

It is favoring the don't players. Some casinos will not make a player pay the juice upfront on a lay 4/10, just like a buy juice is only paid if it is hit, but that is the exception and not the rule nowadays.

The vig on a win for all Lays is nice. Many casinos only charge the vig on wins on Lay4 and Lay10.
Taking 2X odds (pass) means the most you can BET. $10 most odds $20
Laying 2X odds (don't) means the most you can WIN. $10 can win $20:
So the 4 and 10 needs $40 to win $20 (4X flat bet is then the MOST Lay odds one can lay.)
So the 5 and 9 needs $30 to win $20 (3X flat bet)
So the 6 and 8 needs $24 to win $20 (2.4X flat bet)
Most Craps tables that have 2X odds allow 2.5X odds for the 6 and 8
pass $10 with $25 odds
don't $10 can WIN $25. So $30 wins $25 or 3X flat bet

Maybe I was not perfectly clear.
I will say it a bit differently.
Laying 2X odds (on the don't) means it is the most you can WIN from the lay odds bet.
$10 (flat) don't bets can win $20 max (on the lay odds part) on a 2x odds table. (exceptions can be for the 6&8)
Of course one has to Lay more odds to win the $20 depending on the point number.
Another example:
$10 don't bets can win $100 max (on the lay odds) on a 10x odds table.
4 and 10 lay odds $200 to win $100 (so 20x the flat is the most lay odds on the 4 and 10)
5 and 9 lay odds $150 to win $100 (so 15x the flat is the most lay odds on the 5 and 9)
6 and 8 lay odds $120 to win $100 (so 12x the flat is the most lay odds on the 6 and 8)

I get it. You would be permitted to give or lay $2.4X, $3X, or $4X Odds as appropriate to win $2X beside your flat Don't win of $X. Your description is indeed correct.
The way the statement was embedded made it appear as a lapse, but now I understand how were setting up your explanation.
