If you are talking about the RTP's that are legally required to be disclosed in some jurisdictions for online casino games, then I generally believe them. They exception is strategy games with fairly complicated optimal strategies. There are some games like Bingo Blackjack where the casino publishes a strategy in the help page which is not optimum. I do not know if the published RTP is based on a better strategy. It is not possible to calculate the RTP or HE for Bingo Blackjack without additional information about the exact probabilities of the ping pong balls. I have no idea if the RTP is accurate.
There are a fairly large number of games where the actual RTP depends on the player's strategy. Craps, roulette, Casino Holdem, UTH are examples, but there are a many slot games, as well.
