Are you assuming the Las Vegas Advisor coupon is free? I know Curtis acts like those coupons are free, but you pay a price for membership.

No. They're not free, but they pay for themselves quickly with a trip Downtown. (My spouse and I buy the coupon books every year.)
Either way, the $29.62 is the maximum value of the loss rebate promotion if you use it in combination with the coupon (which has its own value). Depending on how lucky ot unlucky you get with the blackjack session you play using the coupon, the expected value of the loss rebate promotion changes. If the value falls below a certain amount, you may even be better off skipping the loss rebate promotion for this month altogether and trying it next month.

For example, this year there's a $50 matchplay coupon at Downtown Grand, a $25 matchplay coupon at The D, and a $25 matchplay coupon at Golden Gate. That's your ~$50 membership price back with a trip Downtown. Everything else is extra.
