Is there any rule against joining the "don't pass" after the first roll? I did not see anyone doing so, but on the craps page in the wizard of odds site I didn't find rule against it. It should be an huge ev+ if allowed...

It's not allowed.
If the bet is made after the come-out roll, it considered/converted to a Lay bet.

That makes sense but I've never seen a dealer actually do that. Everytime I see someone get caught trying this the dealer just gets annoyed and pushes their cheques back. If the dice are out they call "no action". I would personally move it to the DC. The craps layouts in Lake Tahoe are interesting (besides barring the two instead of twelve): Every don't bet travels behind a number making a late DP impossible.

This is a common shot-taking maneuver on the part of some crap players.
The late don't pass bet may be called no action, or may receive a "LAY" lammer on it, or is moved behind the number as a DC lay bet also with a lay lammer on it. If an early don't bet, moving it up behind a number as a flat don't come point is a very good game protection action.
