Based on the numbers you provided, my answer would be, "Yes."
The Shoot To Win machine at the Eldorado has a $1 minimum with a $2500 maximum.
But I am going to "guess" that because its a slot machine if you win $1200 or more you're going to get a W2G.
Am I wrong or correct about this Shoot To Win players??

Both.
A lot of the STW machines have such low limits, its impossible to get a +$1199 win, therefore you cannot get a W2G.
However, there are some which allow for larger odds and passline bets, as well as more than $25 on a 30:1 (hop, horn), so you could achieve a +$1199 payout in one shot.
I can't remember where in Vegas, but I saw one that allowed $50 bets on 30:1, and someone hit a 12 for $1500.

A $40 bet that pays 30 to 1 is the easiest way to hit this.
Every time my total pay including my original bet was $1200 or more, the machine would 'LOCK OUT'
and I had to wait to play after a reset and a W2G.
Talk about a pita!
That is why so many have lowered their limits for these games.
I mean, CP on the strip has a MAX total bets of $500 and just $300 max on a place bet???
Ruins the 'up on a win' playing method that IS fun!!

here is a $50 12 win and the total was for $1550 that included my original wager.
I did also have a Field and C&E bet that won that was not included.
They were nice for that

But - I didn't win that on one roll - I had built it up from $100. Perhaps that is the difference.
They probably ARE considered slots for internal reporting purposes.
The reason you didn't get a W2 is because no single bet paid off at least 600:1. Only then do you get the tax forms.
Yes, the interruptions would be annoying and the delays and paperwork even more so. One advantage of a machine though is that it could shut you out for a rest period.
