It's rare enough that some BJ side bets include 7-7-7 as one of the payout triggers. Of course, if it's suited, it pays more, etc.

Since you asked, its rare. The trick is the Dealer will make this more often rhan the Player when following Basic Strategy. Notable is that the Player will split the 77 when the Dealer shows a 2 through 7. The Player only Hits when the Dealer shows an 8 or higher. If I Recall, the Dealer's chance is 1 in 2800 and the Player 1 in 3800.
I dont think there are exceptions to Basic unless any 777 pays 4 to 1 or higher.

I think the payoff for a suited 7-7-7 at a single deck game should be very high.

Based on an "always hit a pair of 7s" and assuming this is based on before any cards are dealt, the chances are:
1 deck - 1 / 5525
2 decks - 1 / 3252
3 decks - 1 / 2821
4 decks - 1 / 2640
5 decks - 1 / 2540
6 decks - 1 / 2477
