Does optimal strategy vary in single deck blackjack with only 10-20% penetration before being reshuffled?

10-20% penetration, like you're only seeing 5-10 cards? I think that's a strong argument for NOT deviating from your strategy. You won't have a chance to see anything to give you the extra knowledge you'd need to justify acting differently.

If you're referring to varying basic strategy, no. If you're referring to strategy adjustments as cards come out, yes. Many strategy decisions (if you're counting) vary from BS with as little as a +1 or -1 movement from a neutral count.
