Some casinos do not allow redoubling. Use the "first" strategies.
Some casinos DO allow redoubling. Use the second strategy until you double, then switch to the third strategy. This is more aggressive, to take better advantage of the redoubling rule.
If I've misread something, I invite corrections.

If you are really interested in Spanish 21 read Katarina Walker's book. It is the best read on Spanish 21.

It was groundbreaking when it first appeared.
Not that I looked for it, but I don't remember seeing much Spanish 21 in Vegas.

In my opinion, the fact that Spanish 21 bonuses don't happen often (less than 1% of hands), and that the basic strategy is more complex makes the game "boring" for recreational players, compared to other "carnival games". From the casino's perspective, the low house edge — even in the "Match The Dealer" side bet, coupled with royalty payments, make the game unpopular. It's far more profitable for a casino to offer 6:5 Blackjack than Spanish 21.
