Looks like Ties Win Blackjack, where blackjacks pay even money. 
In that case the SD would be slightly under 1, like 0.95.

I can't do a combinatorial analysis for a 4-deck game, but here are my infinite-deck results for Ties Win Blackjack with early surrender:
H17: house edge = 0.04%; standard deviation = 0.9080
S17: player edge = 0.12%; standard deviation = 0.9128

Should have mentioned that Blackjack Pays 21/20 and, it is H17.
I think that swings the H17 game positive into a player edge.
I don't imagine the STD dev changes much though.
