Regarding player having 15 vs. Dealer's Ace on TC of +1 it says surrender for HiLo. I thought that I would take insurance instead rather than try to surrender and risk dealer Blackjack. Does this play relate to whether or not you have your big bet out vs another sized bet? Thank you for the help.

You insure at TC +3, not +1.

Ibya is correct. Furthermore, you don't make those bets simultaneously. First you insure if called for, second you surrender if called for. People, including dealers, often think you have mental issues when you insure then surrender, but so be it.

Thank you both for explaining. Is surrender after taking insurance the accepted and allowed rule? In a Canadian Casino, the dealer school teaches that the player cannot surrender if an insurance bet is "attached" to the original bet. But yeah...insurance can be its own bet. Does every casino usually have a different opinion on this situation you think?

This is how it works:

1) cards are dealt. Example you 15, dealer ace.
2) dealer offers insurance.
3) accept or decline based on count
4) if no dealer bj, surrender if count warrants it and is allowed when it's your turn.
