Are human rights same in Canada as U.S. during a back-off?

Any Canadian APs/Card Counters know if the human rights are the same regarding back-offs, barrings, back-rooming for Card Counters and Hole Carders? I know an AP whose business is welcome at this particular Casino for years who regularly spreads 1 x $25 to 3 x $300 with no hassle at all. Knows most of the Casino staff, and uses player's card.
