I think he meant a "7 to A", not a soft-18.

Ah well in that case the answer to his question is yes you always hit them. Technically there is a point where you wouldn't, but it's not really worth learning.

The index for 16v9 is +5TC in HiLo and makes the list of the illustrious 18. But in general, yeah, hit those. Not nearly as close as 16v10.

Basic strategy is to stand on a multi-card 16 v 10. If you are counting, you would ignore this rule and use the running count of 0..not true count. For 16 v 7, 8, 9, A, hit regardless of cards. For a 15, there is no multi-card rule always hit. There are TCs where you would stand, but if you are a proficient counter, you should know them.
Yes there is a difference if you stand on 17, especially in no hole card because this is early surrender. Surrender it.
