As RSanctuary says some places change frequency of offers based on location or proximity to casino.
Is this his first ever CET card? Or he is new just to SoCal Harrah's. CET can home base you based on your first gambling location. So if he played anywhere in the country even years ago, he may be home based at that location and considered long distance even if he isn't.
Some properties are now tailoring frequency of offers to how many days history you have. A new player would get less frequent offers due to less frequent appearances at the property.
Finally, and this is the best to hope for, it's possible these aren't his true offers. As a new member the system may need to catch up and he has generated some temp offers to get a good player back quickly before the main offers kick in. If that's the case, he just needs to wait a month or so to see what happens.
There may be one or two other reasons but those are the ones off the top of my head.

We both live in california, Im north of harrahs in ventura county, he is also North but about 30 miles closer than me being in Los angeles. Hopefully the distance thing wouldnt alter it, and id think if i get daily further away that they should too.. but maybe its the other way around super close locals get 1 a week.
I suppose it could be the frequency as they made sure to only play 1 day, but i do happen to know someone else who only did 1 day and lives close to use who also got daily offers but perhaps this was something they changed.
Im really really hoping its the last situation you mentioned... prior to reading your posts i was 60/40 leaning towards telling him to just start going to get his offers before they get lowered versus telling him to wait to see if these were just teaser offers... Now its shifted back to 50/50 on what to say, possibly even 45/55 telling him to wait and hope!
Forgot to mention it has only been a month since they went, so the offers did seem super quick but they show offers through the end of next month and all weekly,

It sounds the best thing is to wait for two months then.
The offers won't go down. Unless he returns and plays to affect it.
