My first thought was that this is the ultimate hit and run job and I can't believe anybody would hang around. If you make millions rigging the lotto, you go Snowden ASAP.
But,
"Stowers alleges that Rhodes stole money from his client, that people who haven't been charged stole numbers from Tipton's brother to win the Colorado Lotto, and that Tipton never received any of the Oklahoma winnings. He said the lotteries have refused to pursue those who received the money. He also called sentences for Rhodes and Tommy Tipton "a slap on the wrist" compared with what Sand is seeking for Eddie Tipton.
"Defendant has clearly been left holding all the financial liability while the parties with the money are largely walking away untouched and unscathed with the states lifting not a single finger to recover the monies they received," Stowers wrote."
True, but like to police in Maryland, he was put in the public trust to make sure the lotto was fair and abused that position. 25 years seems like a lot, but should definitely do time.
It says he only got $351,000 personally. Doesn't really seem like it would be worth the risk for someone with a nice government job in middle America.
But,

Now just imagine whats happening in vegas. The cat will soon be out of the bag.
Any private business open to the PUBLIC (ie. droned out casinos) cannot have a criminal trespass enforced against an individual without GOOD CAUSE (Disruptive or Disorderly conduct). You will never go to prison for being thrown out of a casino for legal advantage play and then returning because it's simply unconstitutional 'as applied' to the individual. 'As applied' constitutional issues must FIRST be raised in DISTRICT COURT (trial court) to have it thrown out. You CANNOT raise it on APPEAL This is the best kept secret in the world of casinos not just in Vegas but everywhere in the country. Thank me later.

Still getting cheated by the casinos? Just asking, but how f'n stupid would someone have to be to play in a casino they KNOW is cheating??
Sure most people know about it, but the PA Lottery was rigged years ago with weighed balls.
