I don't think this will change anything substansive. Players will be offered the opportunity to "deal", but the games will go on. There are many places that already offer players the chance to "deal". In fact, it may backfire on the Tribes if the table games don't go away, as advertising the opportunity to bank these games may draw players to cardrooms instead of tribal joints.

Every cardroom offers players the option to bank. They are required to. It is once in a blue moon anyone takes them up on it. I hope this change doesn't have a real impact.

That's how I read it too. That would be a problem but I'm not sure how it could be enforced. What if I play two hands of baccarat and leave when it's my turn to bank, then come back to the table the following hand? None of this affects poker, btw which is at least half of the card room activities measured by floor space (in my experience).
