NWS says ≥40% chance means "likely"

According to the National Weather Service, a ≥40% chance of flash flooding means that flash floods are "likely".
That doesn't jibe with my understanding of "likely".

I'm sure they'll upgrade it to 40% or more likelihood of catastrophic flooding.
