I think he's proposing a side bet at Casino War, wherein you place a bet against your "neighbor" at the casino table (one could envision a little betting circle in between each player position). On this proposed side bet, the player with the higher card shall win the bet, but ties will push instead of "going to war." This would essentially be a player-against-player proposition with no house edge, and in fact no edge for either player as it is a legitimate 50/50 flip.
He then says that "house is responsible with all payout and collection." which is confusing since you are wagering against the other player for his bet. Come to think of it, this bet would require each player to put up a bet of equal value...so I guess there would be 2 little circles?
In any case, please learn to write understandable posts, Mr. 47.

Oh. Well, I suppose the house could bank both sides of it. Still 0 house edge, obviously. If you had ties losing (or losing half the bet) that would create an edge.
This is actually a pretty good idea, I think.

Yeah, that would be a better way to do it - don't need agreement with your neighbor to play the bet in that case.

thanks for the suggest
i apologize i did not state clear about the game rule regarding on the optional bet. This option will be use in online gaming following the original rule of casino war exception only on the optional bet. if there is a tie between (player against dealer) their will be a war. If a player place a wager against his neighbor (player against player) it will be push hand the reason is not to alter the out come of card. And if its giving us 50/50 chances (player against player) what would you think the best way to do to get house advantage. Is it fair to take some percentage when ever their is a tie between player, and if this is the way. Is there any chances the player can count the card. The table have 7 hand with the option bet + house hand. player qualify to bet (optional bet) if they place a wager against the dealer, player don't have the limit in how many hand he wishes to place his wager.
thanks

I actually saw a casino war table in a recent trip to a Seminole casino. It was near the entranceway and not far from the 6:5 BJ pit. I guess one could aptly describe this as sucker territory.
