Why do some casinos offer $3000 odds on a $600 wager and some offer $4000 odds on the same $600 wager for the 5 or 9? Also, what is the house % difference for $1000 odds they are/are not offering?

My guess is it's because it's easier to pay $6000 if it wins rather than $4,500. The house still gains 1.41% of $600 either way, the odds really make no difference to their bottom line. Except maybe that they have to pay a few more dealer hours since you could theoretically stay at the table longer for the $4000 in odds.

On pass bets that establish a point of 5 or 9, a free odds limit of 4x the line bet is the most common one encountered, though casinos offer quite a range of limits on free odds. Where have you seen a free odds bet limited to $4,000 on a pass bet of $600? That would be a limit of 6.667x, which I have never seen anywhere. My only guess would be that the casino offers 10x or something but also limits free odds bets to $4,000 regardless of how much you have on the line bet. Now limiting the free odds bet to $3,000 would simply be a 5x limit.
