Hi,
Are there any good roof-top/upper floor views in Vegas that are publicly accessible, possibly free (other than than Stratosphere and Eiffel Tower)?

The only thing I can think of is some of the parking garages.

Mix lounge at the top of THE Hotel at Mandalay Bay offers one of the best views in Vegas. On Friday and Saturday nights, it is a nightclub for the younger set with velvet rope, doorman, cover fee, etc. On off-nights though, anyone can go up, especially early in the evening. I went up there Sunday night after dinner and had a great time out on the patio taking in the view from a wraparound couch. One thing: Drink prices are expensive.
Voodoo Lounge at the Rio is usually free to guests of the Harrah's properties. (Ask your concierge.)
GhostBar at the Palms is also free on off-nights. Drinks are more reasonable than at Mix.

Downtown, the steakhouse on the top of Binions has an awesome view of the Las Vegas Valley. The food was really good three owners ago. I can't say today. There is alos a tapas place at the Plaza that has a great view of Fremont Street (the space was featured in the movie, "Casino").
Unless you can get past elevator lobby security at most strip hotels, you will need to be a guest of a patron to get to the upper floors and peak out the windows near the elevators.
