I know very little about golf but in Vegas much depends on your level of "action" at the tables, so get a rough idea in your mind of what these four buddies will be gambling with and where they like to gamble. Many hotels offer golf packages wherein room and greens fees are included as is transporation. Concierge types at hotels can often arrange for tee off times.
Way up North some casinos fresh out of bankruptcy court routinely run great golfing bargains but your a day's ride from the strip.
What ELSE do these guys want? Spas for accompanying "wives", steakhouses, do they have favorite casinos already?
Here is a chart from Vegas Made Easy Dot Com, which I suggest you visit directly.

It depends on what you want. If money is not a factor, there is one set of courses.... if money is a factor, there is a different set. Time of year is important, too. All the courses are inexpensive in the summer, and tee times easier to come by. If you are a gambler with enough pull, your host can help. If you are a small player then you will be on your own. I've had very good experiences with some 'non name' golf courses in Vegas.

I have golfed in Las Vegas at 4 different courses, I would recommend 3 of them, Royal Links, Desert Pines and Spanish Trail were all nice courses with even better service.
