I think knowing this will help me with my strategy (not system). In European roulette how often is the next winning number next to the previous winning number on the wheel, not the felt? For example if 19 just hit, what are the chances of the next winning number being 15 or 4? Very likely or very unlikely?

To hop on this band wagon... each spin is an independent trial. Thus if 19 just landed 5 times in a row, what's the odds 19 will land on the next spin? 1/37 the exact same as it was on all the previous spins. The ball has no memory of what just previously came up. Assuming a fair spin each number has a 1/37 chance of coming up. So for your example, if 19 just hit, what re the odds 15 or 4 will be next? 1/37 + 1/37 = 2/37.
Playing it correctly means you've already won.
