There are ever increasing video poker games being offered. Super times, double super times, hyper poker, hot roll, and many more. My question is are these games random like your basic games such as jacks or better, bonus, double bonus? Are they required by law to be totally random? It just seems like being dealt a good hand when you have a big multiplier is RARE.

Being dealt a good hand is rare. Being dealt a big multiplier is rare. For instance, playing Super Times Pay, you get a multiplier about once in every 17 hands. About 10% of the time, these will be 5X or higher. It's 50 to 1 against getting dealt a three of a kind. So once in every 170 x 50 hands, or once every 8500 hands, you'll get a high multiplier AND a three of a kind. Chances are, in a single session, that's not gonna happen. Two rare events happening simultaneously=very rare.
(The numbers I gave above are approximations, but the point is valid regardless of the exact numbers.)

They are required, by law, to be random.

Yes, they are random.
And of course, having 2 rare events happen simultaneously is even more rare.
But the good thing (sorta?) is there are many many rare hands and events. Maybe you don't get the dealt 3oak with a 5x this session, but you may get a dealt straight with a 12x (on DSTP), or a dealt FH then flush then 2 pair in UX.
Just the other day I was dealt 3 to a royal, and connected on 2 out of 10. (I could have been dealt a 5-K's 4oak with a 4x multiplier which would have paid more....even though the 2 royals is far less likely).

Many newer games require higher max bets and may require a unique strategy. The casino wants the higher bets at reduced variance played well beyond optimally, so as a player you're going to wonder where the money went. The games you mentioned are fine for known strategies, but some do have higher bets and require all games played.
