What is the house edge on Field bets if both the 2 and 12 pay 2.9X? Does this make the field less of a "suckers" bet as so many seasoned player believe?

Essentially if both 2 and 12 paid full odds of 3/1 then the Field bet would be fair (i.e. House Edge = 0%, payback = 100%).
For each unit the payout is reduced this affects the House Edge by 1/36. So in your case the House Edge would be ((3-2.9)+(3-2.9))/36 = 0.5556%, or a payback of 99.44%.

Correct me if I'm wrong, but wouldn't that be the best bet on the table assuming all other payouts remain the same?

Fractional payouts would be a pain for dealers to do unless they have 0.10 chips or a high minimum. Maybe on a computerized table, have you seen this paytable or are you just musing?
