Can you explain to me what does probaility mean in appendix 9 table blackjack 8 decks?

It's the probability of being in that situation: having the given two cards against the dealer's up card listed in that row. So the probability of having 8,3 against dealer 6 is 0.00091693 (in the table i happen to be looking at)
