How does the house edge change in crazy four poker if you can play multiple hands?

Does it change in 4 card poker? It seems like if the raise is variable, the HA woule be affected. For example, if I've seen hand one with AKQJ10 rainbow, is that enough to make it worth raising 3x on hand two's 99AKQ rainbow against a dealer's 2XXXXX?
