I thought in a sporting context, ice meant to make an opponent nervous as opposed to ensure victory. I think there is an old thread on whether "icing the kicker" in football is helpful to the opponent. I tend to think not, by the way. If anything it would be helpful to the kicker.

(The Quick Version: while it is head-to-head, everyone is running against the clock; I think every 1/2 second is worth 1 point.) The new head-to-head format for the finals of American Ninja Warrior, which starts Monday, came about in part because of this decision.
