Crime is a matter of perception and reporting. If the area is dimly lit women do not feel safe and it matters very little what the actual crime rate is like, commerce is suffering from the perceptions, not necessarily the reality.
Everyone checking into Siegel Suites gets their license data faxed to the cops since its such a good area for catching felons or persons with warrants. This keeps the stats high because the arrests are made there.

Regarding the Strip, as long as you stay between, say, MGM on bottom end and the Wynn at the top, you shouldn't have any problems. I walk that area by myself all the time late at night and have never had any problems. (Then again, if you're female, I'd always advise against walking alone at night regardless of what city you live in)

I've never felt unsafe anywhere in vegas, except for the back entrance of Binions to cross to California. It's really desrted most of the time. deserted streets amke me jumpy.
