Spam-fraud email forwarding site

Anyone know if this is for real? I've forwarded a few just in case. It Googles first.

I don't know, but I thought all gov domains are legit. Or they are suppose to do something official anyway.

DotGov registry says: No such domain. Apparently was a real attempt at a US Government project, albeit from 2004. Seems to have ceased to exist since, probably due to the Cassandra-like inability to actually do anything about all the spam being forwarded to it, aside from technical research that private outfits have been doing for years.

I haven't gotten any email return or unable to forward messages, this after a few days.
