Is the T Bill a ponsi scheme created by the government?

When the T Bill matures and is paid by issuing more T Bill to pay for the old ones is this not a ponsi scheme?
Edward Snowden is not the criminal, the government is for violating the constitution!

Not really, corporations do the same thing in the form of commercial paper. Short term finance has its place, for example if you need a few billion more this week than next.
