Does the basket on a roulette game play 3 numbers (paying 11) or 5 numbers (paying 6)?

It depends......
If you're playing 0 roulette, it pays like 4 numbers (8 to 1).
If you're playing 00 roulette, it pays like 5 numbers (6 to 1).. making this the worst bet in roulette. It should really pay 6.4 to 1.

It refers to five numbers (0, 00, 1, 2, 3) and pays 6 TO 1 making it the worst house edge bet possible.

You have confused the basket (0-00-2) with the TOP LINE (0-00-1-2-3)
The basket is a perfectly reasonable bet. Top Line is the one that carries the higher house edge.
