I thing the proposal would be difficult to implement effectively, and I don't see any added value for policing violations.
This is a gambling forum, the suspensions would be better served randomly. This method might be a better tool to discipline and gives some people a chance to post, a chance to remember why they can't post, and a reason for the exiled to come back, even if they're just reading. Personally, I think all suspensions should be much longer.
I liked that system because it made it so people couldn't make a bunch of small insults that individually aren't worth a suspension would add up to a suspension.
During my suspension, I was able to continue to read posts and, most importantly, make bookmarks of threads that I wanted to respond to. It was not a big deal to wait a couple days and then make my response.

Random is fair, anarchy is fair. If someone thinks they've gotten away with something, second they want to post and think they will, they'll quickly remember they're not free and the reason they're not free. We need more of a Michael Scott management, he thought of employees as family, he didn't want to give up on his family and worked with them. Remember Dwight doing laundry, learned his lesson and wasn't fired. I think we give up on people here too much, I think the forum is sucking. Ive stated this before, some other websites are built on this, yes something is wrong. It's boring, you post something, a few dependable people chime in, and it's dead, not enough brains. We're eye for an eye, everyone is being killed off or escaping, population is dwindling. They want people coming here, this gives the deplorables a chance to contribute. Maybe they'll come back and not be acting like before for whatever reason, and might be redeemable. God knows what they were going through then, divorce, alcohol, financial ruin, depression. Maybe if they came back, it'll be different enough to be for the best.
I am truly offended. Under my proposal, you would be in jeopardy every day for the next 30 days. One day when the offense was out of your mind and you think it is ok to be like this again, perhaps you would be reminded of your transgression and denied the opportunity by chance for you to reoffend. No, not at all. Just trying to help for goodness' sake. The original post was not on the same path I got into later. It was awesome when there were many minds here, not so awesome feeling like we're a bunch of old farts getting coffee at McDonald's every morning until only one is left alive or able to be there. However, I expect a response now, Bill Ryan and Zcore should get many, many days for treating me worse than anyone here ever really has. Now if they would have a 1/2 or 1/3 chance of being able to post each day for sixty days, that would be a better punishment. I'm surprised they were so mean and rude, if they act this way in public, they must be some large strong men that have no fear of other men. This forum has done a helluva job in maintaining order over the years and has avoided becoming a cesspool like most become over time. Short of requirements that every poster is a Facebook member as many do today, you would be hard pressed to find a forum on any topic with the civility here.
For that I credit the creator The Wiz and the mods he assigned to monitor it. And while I have made it clear I'm no fan of the current owners they have also done a good job in allowing it to operate as before. For that I also give them credit. There is plenty of room here for people with different views.

Really, you've put your finger on the challenge. Lots of baby-splitting, IMO.
1. Anonymous posters, although more than a few are known, many more don'twant to be.
2. A healthy respect for free speech.
3. A relatively strict set of rules.
4. An Internet culture full of trolls, spammers, and irrelevancy.
5. A highly intelligent, very diverse core of contributors.
Makes a great cake, but not without a lot of measuring and mixing . I appreciate that most everybody works to be circumspect, humorous, and civil.
