I would play aggressively to multiply your starting balance by about 10x or go bust trying and collect the rebate.

Once you know your win goal (as a percent of the amount you are risking) and win probability you can treat each week as a single bet and apply Kelly to figure it out.
You are either going to hit your goal or lose the amount you are risking so there are only two possibilities for a given week.

I'd have to answer your question with another question... Even if this is a "regulated" and "legal" online casino, you need to consider how much of your bankroll to expose to potentially be "frozen" or stolen by the casino. Listen to the recent Bob Lobe GWAE and he discusses "legal" US casinos doing this all the time to larger accounts. If they don't like what you're doing, they can just freeze your account and all of them have T's and C's now that say you can't take legal action against them and you must settle. ...and this isn't even discussing off shore shops.
IF you have a large bankroll (>50k) then I probably would put $5k on.... cash out $5k when it hits $10k, then try to run the remaining $5k up to 5x or 10x and again try to cash the profit out. Too many cash-outs can trigger and account audit, and not cashing out comes with the danger of having them freeze your account w/ some very large number (and potentially all of your profit). Gotta learn to dance the dance well to pull this kind of stuff off...
...this also doesn't discuss if it's not one of the more "known" online casinos (i.e. regulated or the big off shore names) then you might want to start slow to prove the game is even fair.
Oh, and after you figure all that out, then you should figure out how to maximize your average bet while keeping your variance in check.

I agree with everything you said before this but when doing a loss rebate you want to maximize variance, not keep it in check. All the value comes from variance. You want to be up or down a lot with as little volume as possible.
Knowing the exact terms of the promo would help. Is there a minimum number of hands you need to play?
