I could be wrong, but I think that is also the law in Argentina. Much like Macau, alcohol and gambling don't mix much there, so it doesn't make much difference.

That is the stupidest rule there is. It pisses off everyone, creates a waste of everyone's time. And it serves no real purpose.
Can I assume that the drinks are not free? What about soda? Are they free?
Can you use chips to tip the waitress?
Some casinos have cigarette / snack girls. Do they have them there? Can you pay for those items with chips?
What about food in the poker room? Most poker rooms that allow eating at the table, also have a waitress dedicated to food service. And you can pay for the food with chips.
Is there a website that states the reasoning behind this ruling?

A similar thing is going on in downtown LV @ Main Street Station. They have their "Score with four" promotion where you get a scratch off card for a natural four of a kind playing Video poker. The scratch offs weren't ever worth much (usually $2) but they were great for tips at the Boar's Head Bar. Now you are no longer allowed to give them as tips. Most staff are not happy with a rule that does anything to limit tips, but what can they do. Drinks are still comped, though!

When Rivers Casino in Pittsburgh added table games they allowed people to pay for drinks with cheques. Then, about 2-3 months later, you had to pay in cash (however, cheque tips were still acceptable. That lasted maybe a month before they went back to allowing cheques for payment.
So, yes, I can say that it has at least been tried elsewhere before.

Not too long ago in Mexico we came close to make it illegal to pay for gas with cash. Congress settled for making cash payments for gas non-deductible for tax purposes.
Back to the OP, is there a reason for the rule, or is it just the bureaucracy flexing its muscles? Chips are convenient at the table. You have them right there, you don't have to dig around a purse or pocket for them, and if you need change the dealer has it readily available.

When I drive to the casinos I usually just fill a cooler with an assortment of drinks for myself and my friends.
We just take a break and go chug a beer or two in the car.
It provides a nice break from the games, and I end up spending a lot less and have better quality beverage.
The casinos don't pay their staff and I am supposed to feel that it is my responsibility?

Iowa for sure, and I believe Indiana as well. Iowa is even funnier.. you can get your drinks COMPED, usually if you're a high-tier card player or if the pit "buys the drinks" which they sign a comp slip but don't charge it against you. But if you want to buy, you better have the cash. I think Missouri used to be that way too, but changed it recently.

I'd like to remind everyone that this thread is not about whether or not you should tip.
I merely asked, even though you can't use chips to purchase, if you can use chips to tip, if you wanted to.
Personally, I can see this as a possible way to INCREASE tips.
Patron to waitress: "I'll give you a $5 chip as a tip if you'll pay for that $3 drink yourself."

That's probably illegal in every state except Iowa, where the waitress could potentially lie to the customer and pocket the entire $5. I know in Indiana the house cannot buy drinks... period.

The thing that kills me is that nearly every state ALLOWS free drinks (with the exceptions of Illinois and two others; sorry, I'm drawing a blank right now, maybe Indiana and Missouri), but most have strange requirements to get them. And some the standard is to charge instead of giving them for free. Believe it or not, it's legal to give drinks in Michigan, but only high limit rooms offer the service.
I understand SOME of the reasoning. The casinos are urban, and there would be a lot of sots coming off the street, sitting down at a slot, playing less than a dollar on a machine, and drinking til they are hammered, without tipping a penny. If you don't believe me, just go to MGM Grand in Detroit, and look on the perimeter. They even have to watch the free soda machines like a hawk, and there are signs all over against panhandling.
Any idea on how to curb it? Obviously Vegas finds ways around it, as did AC. Tunica is all gambling, so that's easier to control.

Not true, its a local thing. I live in MI and there's at least
2 casinos that give away well drinks and one kind of bottled
beer. They're both small casinos up north.

Generally people in Asia (southeast Asia in particular) drink alcohol with food in restaurant (or home).
That's why not many folks drink in casinos (same for bars, pubs).
Not becasue they tried to stay sober to gamble.
