They began forcing players to gamble it by only rebating slot cash on players account cards. They are apparently still unhappy.
They have begun instituting strict new policies. I have run into a few instances.
If you play the bus rebate only, the casinos will now disable your account. You will not be handed even the bus comps upon arrival. They also take any shopping dollars you have accrued away (Tropicana and Resorts are doing that).
Taj Mahal leave you access to shopping dollars but they take two trips to close the account. Tropicana takes two. Resorts takes about eight to twelve.
They will reactivate your card only after you gamble (and we're not talking a few spins) and then if you do it again, they shut the card off for good.
The CET properties are not taking part in this squeeze (perhaps accounting for why most of the passengers are going to their casinos.)
Your title says players not welcome. Players are welcome, non players are who they don't want.

Actually to get the rebate you are playing and even if you are only using free-play, you are still gambling. So they are considered players.
I called them bus rebate only players in the title and I think that is appropriate.
Casinos should recognize that they offer more than gambling. If a player comes and goes shopping that is money in their pocket as well. And a wife may come with her husband and he does all the gambling. She just wants to use her bus rebate since she tagged along.
Finally, the bus companies need to put some wording that players may be denied their future comps if they don't gamble additional money. It is usually a given that if you take the bus to AC, you are receiving a bus rebate for the trip.
It has never been any other way since they started the bus program until now.
I gotta tell ya, early in my blackjack career, I used those buses as my mode of transportation from Philly to AC. I absolutely hated the fact that the bus was filled with stinky homeless people just riding back and forth collecting the bonuses while having a place to get some sleep on the way. So I would say this policy is about a decade too late (for my liking).
I don't drive and everyone is handed a bus bonus coupon upon boarding. They really need to honor that.
Does it require actual cash to be put in? (Ie if you play through the bonus, still have 90% of the credits, and continue playing that for a while, does that pass the bar?)
Overall I think it's a reasonable restriction on the bonus offer. But it needs to be properly advertised as such.
For comparison those random Bed Bath Beyond mailers that give $20 FREE!!!!!! (with $50 min purchase.)

No more $20 Express Play Coupons.

Yes I couldn't understand this coupon thing.
Over here for many years now they sign you up for a player's card with your photo on it in less than 5 minutes. A one time matter.
They then load up your card with the complementary credits. There is no way of telling when you have played through your CC and they would only allow you to cash out what remains on your card after that.
As in other postings on this site it is a criminal offence to play with other people's card.
For instance, you download the $30 bus bonus slot play onto one machine, then remove your card, add your companions card and download their $30 bus bonus & start playing the 60 credits combined. You will not be allowed to download future bus bonuses on EITHER card until you go to the front desk, show ID and have the account(s) unlocked.
But I don't think they can FORCE you to play cash out of pocket, regardless the amount, to keep you eligible for future bus bonuses.
It wouldn't surprise me if they were trying to enforce a policy for that, but I'm fairly certain they can not FORCE people to play cash in a slot machine or table just to be eligible for future bus bonuses.
The bus bonus is sold by the Bus company and honored by the casino, and the bus co. would never be able to keep track of who has violated the proposed rule or not. So they would be printing these bus voucher coupons out everytime and the rider would be under the impression that they are getting the bonus , despite their previous visit(s).
I'm sure if they would TRY to enact this, the backlash would be tremendous. The bus companies would start to lose business and threaten to terminate their contracts, forcing the casino to go back to original method. Even AC casinos aren't THAT desperate to get people to part with a $20 bill!
